Suggestions of Disaster Prevention Response Operation Considering the Punch Through Failure of Jack-Up Barge
This research investigates punch-through failure of jack-up vessel during the construction phase of offshore wind farms. Taiwan TPC phase 1 offshore wind farm is selected to examine seabed soil conditions and undertake soil liquefaction potential analysis. Jack-up vessels operating at places where soils are prone to liquefaction have a bigger risk of punch-through disaster. Cone penetration test data obtained from 21 drilling points is collected and analyzed to prove that the risk of punch-through disaster exists.
Since the main aim of the master thesis is to design an Emergency Response Plan for a jack-up vessel in case of punch-through failure, risk management and disaster prevention in offshore wind are studied. This research incorporates the fast-growing offshore wind industry into the already existing Taiwan National Disaster Management System. The collaborative approach between jack-up operators, offshore wind farm operators and local emergency services in disaster prevention and relief is vital. The framework that identifies all the stakeholders; roles and interdependencies in disaster prevention is drafted.
